REGISTRATION FOR EPR DATA SUBMISSION IS NOW OPEN
Extended Producer
Responsibility (EPR) for packaging remains a matter of some concern and
confusion for the sector.
The good news is that EPR for packaging
fees has been deferred for a year.
As a result, there will be no
obligation to pay any EPR for packaging fees in 2024. However, it's essential
to note that compliance remains crucial.
Obligated companies are still
required to adhere to the guidance and report their packaging data for the year
2023. Additionally, any fees due under previous regulations must be continued
until they are replaced by EPR fees.

The Environment Agency has
provided specific guidance regarding labels as follows:
“Most labels perform a
'presentation' function to the end user of the product. We consider these
labels to be packaging, whether applied directly to the sales unit or to other
packaging associated with the sales unit. If a label does not perform a
presentation function to the end user or consumer, for example a label showing
only a barcode, we will not consider it to be packaging”.
Feedback from Members was that,
similar to the Plastic Packaging Tax (PPT), the practical application of EPR in
the Labels sector raises various questions and poses a risk of
misunderstanding. In light of this, BPIF Labels conducted a Round-table on October
30th, where discussions and applications of EPR relevant to the sector were
highlighted.
Following these discussions, an
EPR Guidance document is being developed. This document, aimed at addressing
common questions and establishing a standardized position, will be shared with
all BPIF Labels members. We anticipate its release shortly after the Christmas
break.
